Government
Mesopotamian government is a mixture of monarchy and democracy: Kings ruled the land however an assembly of elected leraders held some power. Note that some priests held more than the king! they controlled the irrigation systems which allowed for good farming. Sumerian laws were not written but known, until King Hammurabi of Babylon wrote his code Hammurabi's Code which was a written list of 282 laws that were followed universally throughout Mesopotamia. Laws 3 and 4:
3. If any one bring an accusation of any crime before the elders, and does not prove what he has charged, he shall, if it be a capital offense charged, be put to death.
4. If he satisfy the elders to impose a fine of grain or money, he shall receive the fine that the action produces.
these are just a few examples. Hammurabi was known for his brutal punishment and harsh, but fair nature.
